Upcoming “two sessions” set stage for strong start to China’s new five-year plan

BEIJING, March 2 (Xinhua) — As the annual national « two sessions » approach, China is expected to send strong and fresh signals on pushing high-quality development, leveraging greater policy and reform support to ensure steady economic growth and social progress.

High on the agenda is the review of a guiding development blueprint for the new five-year period (2026-2030). With clear strategies, a good record in effective implementation, and an emphasis on quality rather than just speed, the world’s second-largest economy has been well-positioned to secure a robust start to its 15th Five-Year Plan period, which marks a critical stage for basically realizing socialist modernization by 2035.

Strategic and comprehensive five-year plans are a hallmark of China’s governance. Despite a host of challenges and hardships along the way, China forged ahead with enterprise and fortitude over the past five years, accomplished one goal after another, and made steady strides on the journey of Chinese modernization.

During the annual sessions of China’s national legislature and top political advisory body, important policy measures will be discussed to boost domestic demand and build a robust domestic market, advance sci-tech innovation and self-reliance, deepen reforms and expand high-standard opening up, among other priorities. These measures will combine to tap the potential of the Chinese economy in full and catalyze new growth drivers across multiple fields.

There are many highlights worth looking forward to this year. First up, China is expected to continuously prioritize the expansion of domestic demand to make it a driving force for economic development. Growth will gain new and enduring momentum from the in-depth implementation of special initiatives to boost consumption, as well as measures to raise both urban and rural incomes and unlock services consumption potential.

The shift to a more consumption-driven economy will strengthen the endogenous drivers of growth while reducing the impacts of external uncertainty. In 2025, final consumption expenditure contributed 52 percent of China’s economic growth, up by five percentage points from a year earlier. Consumption is emerging as a main driver of long-term and healthy development in China’s economy.

Meanwhile, the country will boost investment through such steps as the stimulation of private investment and an appropriate increase in the scale of investment within the central government budget. China’s pursuit of common prosperity in its modernization process, as well as its emphasis on integrated investment in physical assets and human capital, will unleash vitality and potential in both consumption and investment.

Technology upgrades will continue to translate into visible economic vitality. A martial arts show featuring Unitree humanoid robots at this year’s « Spring Festival Gala » offered a glimpse into the momentum of China’s shift toward a tech-driven future.

Regarding sci-tech self-reliance and strength as keys to building a great modern socialist country, China is expected to provide increased support for basic research and innovation. Through boosting technological and industrial innovation, the country will develop new quality productive forces even further, and step up efforts to foster and expand new growth drivers.

Reform will surely enhance the momentum of China’s high-quality development. This year, the country is expected to advance reforms in areas including the construction of a unified national market, and capital market investment and financing. By 2029, China aims to complete more than 300 important reform tasks that were put forward in 2024, which will provide a strong push for Chinese modernization.

Confidence in China’s 2026 economic trajectory also stems from the country’s commitment to opening up. Its moves to expand market access with a focus on the services industry, and promote foreign investment and high-quality Belt and Road cooperation, will create enormous opportunities for shared growth.

Aiming to peak its carbon dioxide emissions before 2030, China is expected to accelerate its green transition across the board, adding impetus to development through smart power grids and the cultivation of the hydrogen energy and green fuel industries, among other endeavors.

In the face of multifaceted challenges at home and abroad, China will adhere to the general principle of pursuing progress while ensuring stability. Steady hands are the strongest signal in a turbulent world.

The new five-year plan outline, which sets forth China’s strategic intentions and government priorities, will shed light on policy continuity, explaining why China will undoubtedly remain a major powerhouse of global economic growth and benefit the world through its modernization.

Cette affaire, révélée par le quotidien britannique The Times, concerne les primes de participation liées au match amical disputé entre le Cameroun et la Russie à Moscou en octobre 2023. La riposte de Samuel Eto’o a rejeté ces accusations en dénonçant une campagne médiatique occidentale.

Samuel Eto’o est visé par de nouvelles accusations portant sur le versement de plus de 500 000 euros de fonds russes sur un compte bancaire personnel au Qatar.

Selon des révélations rapportées par la presse d’après des documents financiers, la Fédération russe de football a effectué deux paiements (de 455 056 et 112 514 euros) après un match amical entre la Russie et le Cameroun disputé en octobre 2023.

Les factures et les ordres de virement désignent un compte personnel ouvert au nom de Samuel Eto’o à la Qatar National Bank à Doha.

D’anciens dirigeants de la Fédération camerounaise de football (Fecafoot) affirment qu’aucun document comptable ou bancaire n’atteste que cette somme a ensuite été reversée dans les caisses officielles de l’instance.

Des opposants internes à la Fecafoot signalent l’absence de preuves comptables attestant du reversement de ces fonds à la fédération et affirment avoir saisi la Fifa sans succès. Ils indiquent avoir saisi la commission d’éthique de la Fifa, tout en regrettant l’absence de communication publique de l’instance.

Le président de la Fecafoot a rejeté ces accusations en publiant un message sur les réseaux sociaux. Il dénonce une manœuvre concertée et une attaque visant à le punir pour ses prises de position en faveur du football africain et son soutien public affiché envers Gianni Infantino à la tête de la Fifa.

Des sources invoquent les sanctions contre les banques russes et l’absence de compte en devises pour expliquer ce transit par un compte privé. La proximité affichée entre Eto’o et le président de la FIFA, Gianni Infantino, alimente les critiques sur la lenteur de la commission d’éthique.

Ce jeudi 11 septembre 2026, Belife Insurance Cameroon a mis les petits plats dans les grands au Palais de la Culture Sawa / Besseke à Douala.

Le capital humain est au centre des attentions à Belife Insurance Cameroon ce jour. 90 collaborateurs dont 79 employés et 11 membres du comité exécutif ou de direction ont été décorés de la Médaille d’honneur du travail lors d’une cérémonie présidée par le ministre du Travail et de la Sécurité sociale, Grégoire Owona, en présence des autorités administratives, du top management et des familles.

Au total 90 distinctions sont décernées aux employés méritants totalisant 10, 15 ou 25 ans de bons et loyaux services. Il s’agit de sept médailles en or (un pour un membre du comité exécutif, six pour le personnel), 37 en Vermeil (33 pour le personnel et 4 pour le comité exécutif), 46 en argent (40 pour le personnel et 6 pour les membres du comité). Les récipiendaires sont issus des différentes strates de la structure. Ils sont des conseillers financiers, des collaborateurs, mais aussi des membres de la direction, du comité exécutif et du conseil d’administration. Ils remplissent des critères d’ancienneté, de professionnalisme et de dévouement, les trois critères mis en avant par le top management.

A travers la cérémonie, Belife Insurance Cameroon valorise l’engagement professionnel soutenu et la fidélité au sein de l’entreprise. Au nom du gouvernement, il félicite tous les managers et le personnel de Belife Insurance S.A. Et les encourage avec leurs moyens à maintenir les mécanismes internes pour encourager et apprécier leur personnel. Aux récipiendaires, le ministre explique que leur mérite reconnu en public aujourd’hui place aussi en eux la responsabilité de devenir des modèles de conduite exemplaire pour les travailleurs de la jeune génération et de ceux des employés qui n’ont pas encore réuni les conditions requises pour recevoir cette distinction.

Pour la troisième fois après 2009 et 2021, l’entreprise organise une cérémonie de remise des Médailles d’Honneur du Travail. Pour la représentante du personnel, « recevoir une médaille du travail ce n’est pas simplement recevoir une distinction. C’est voir reconnaître une part de soi donnée à une organisation, à une mission, à une équipe. C’est un symbole d’une fidélité rare et précieuse, surtout dans un environnement professionnel en constante évolution ».

Elle plaide pour que pareille cérémonie se déroule tous les cinq ans. Ce qui, pour le ministre, dépend des capacités des employés et des contraintes organisationnelles et budgétaires.

From Bishkek to New Delhi, Xi advocates Global South cooperation

BEIJING, Sept. 11 (Xinhua) — Chinese President Xi Jinping is heading to New Delhi for this year’s BRICS gathering just over a week after he took part in the Shanghai Cooperation Organization (SCO) summit in the Kyrgyz capital of Bishkek.

The two back-to-back multilateral engagements converge on a single, defining theme: galvanizing solidarity and cooperation across the Global South.

EXPANDING FAMILY

The SCO « takes root in the Global South, its heart beats with the Global South, and it is an important pillar of South-South cooperation, » Xi said at the Bishkek summit concluded on Tuesday last week, calling on the SCO to « promote the development and rise of the Global South through the SCO Wisdom. »

The Chinese leader is expected to put forward further proposals on Global South cooperation at the upcoming BRICS summit, as he has noted that the BRICS is « standing at the forefront of the Global South. »

This year marks the 25th founding anniversary of the SCO and the 20th anniversary of the BRICS cooperation mechanism, both milestone occasions.

Riding the wave of the collective rise of the Global South, BRICS and the SCO have over the years expanded their membership and broadened their networks of developing partners. Their members jointly account for more than half of the world’s population and about 30 percent of the global economy. This illustrates the fact that the two groupings have evolved into major platforms for Global South cooperation.

Xi has not only joined other leaders of member countries in pushing for their respective expansions, but also put forward new ideas and initiatives like the « BRICS Plus » cooperation approach and the building of an SCO community with a shared future, opening up new vistas for win-win cooperation among Global South countries.

« China has consistently provided a clear vision and momentum for BRICS and the SCO, both conceptually and practically, » said Humprey Arnaldo Russel, head of the ASEAN-China Research Center at the University of Indonesia.

« It transformed BRICS from a relatively exclusive grouping into a broader platform for cooperation among developing countries and the wider Global South, » he added.

DEVELOPMENT FIRST

At the SCO summit last week, Xi called on countries to « stay committed to putting development first, and open up the prospects for shared prosperity. »

Amid a turbulent and rapidly changing international landscape, development still faces severe challenges, and the road to prosperity for the Global South will not be straight.

« The Global South emerges for development and prospers through development. We should make ourselves the main driving force for common development, » Xi said during the 2024 BRICS summit in Kazan, Russia.

For Xi, development has always been a priority. He sees it as « the master key to solving all problems, » and has consistently called for countries worldwide to jointly pursue development and prosperity.

Xi has stressed repeatedly that no one should be left behind in the fight against poverty in China, and has led a formidable campaign that ended extreme poverty nationwide, which was hailed as « the greatest anti-poverty achievement in history. »

His « leaving-no-one-behind » conviction also extends to his efforts to support poverty reduction and spur development across the Global South. « On the path to modernization, no one, and no country, should be left behind, » Xi said.

Last week in Bishkek, Xi called for consolidating cooperation in both traditional and emerging fields, from trade, investment, connectivity and energy to artificial intelligence (AI), the digital economy and green industries.

Responding to the Global South’s aspirations for common development and modernization, Xi has proposed the Global Development Initiative (GDI), which marks its fifth anniversary this year.

In the last five years, the GDI has mobilized more than 23 billion U.S. dollars, provided support for over 1,800 « small and beautiful » livelihood projects, and sponsored training programs for more than 200,000 people in different professions.

Serik Korzhumbayev, editor-in-chief of the Delovoy Kazakhstan newspaper, said: « Under Xi’s leadership, the concept of development has acquired a new international dimension and become part of a broader vision for humanity’s shared future. »

GREATER VOICE

As the Global South rises, it deserves a bigger say in global affairs.

Last year’s SCO Tianjin summit witnessed Xi’s proposal of the Global Governance Initiative, a major proposition of China to advance a more just and equitable global governance system.

At the heart of this vision is the conviction that every country has a place and an equal role to play in global governance.

Xi has long argued that international affairs should not be dictated by those with more muscles. « World affairs should be discussed by all, and international norms should be set by all, » he said in Bishkek last week. « The domination of international affairs by a few is an injustice left over from history, and global governance dictated by one, a few or a bloc of countries is not true multilateralism. »

« As an important part of a multipolar world and a key driving force behind it, the Global South countries ought to have greater representation and voice in international affairs, » Xi said.

Over the years, the SCO and BRICS have grown into vital venues for Global South countries to articulate their interests, coordinate their positions and strengthen their collective influence.

Their growing role can be seen in political coordination. The two groupings have issued statements on international and regional hotspot issues. In March this year, for example, SCO member states issued a statement expressing grave concern over developments in the Middle East and the strikes on Iran.

Xi has also pushed for improving global economic and financial governance. In 2014, Xi and other BRICS leaders formally signed an agreement establishing the New Development Bank, creating a new channel for financing infrastructure and sustainable development in emerging markets and developing countries.

At the SCO Bishkek summit, the members reaffirmed the importance of establishing the SCO Development Bank.

Now the push for a greater say is extending into emerging areas that will shape the future. In July this year, Xi announced the creation of the World Artificial Intelligence Cooperation Organization, and called for joint efforts to build a just and equitable system of global AI governance.

« We must carry out extensive international cooperation and help Global South countries with capacity building to bridge the AI and digital divides, promote sustainable development, and prevent creating new historical injustice in AI, » Xi said.

Beyond the SCO and BRICS, China has also promoted cooperation and greater representation for the Global South through frameworks such as the Forum on China-Africa Cooperation and the China-ASEAN summit.

Xi has said on many occasions that China has always been a member of the Global South and will always belong to the developing world.

« No matter how the international landscape evolves, we in China will always keep the Global South in our heart, and maintain our roots in the Global South, » he once said.■
