KUNMING, China, Sept. 7 (Xinhua) — A think tank report was released Sunday at the Global South Media and Think Tank Forum 2025, which systematically examines the historical roots, operating methods and global risks of the U.S. long-standing campaign for mind colonization.

The report, titled « Colonization of the Mind — The Means, Roots, and Global Perils of U.S. Cognitive Warfare, » was released by Xinhua Institute, a think tank affiliated with Xinhua News Agency, in the southwestern Chinese city of Kunming.

According to the report, the United States has long sought to consolidate its hegemony through ideological infiltration and discourse manipulation. Yet, with the accelerated awakening of the Global South and the decline of U.S. hegemony, its hypocrisy is being exposed.

DARK HISTORY

The seeds of U.S. ideological colonization were sown as early as the nation’s founding, the report said.

From the late 18th to the 19th century, the United States pursued relentless territorial expansion under the pretext of « Manifest Destiny. » By issuing the « Monroe Doctrine, » the United States incorporated Latin America into its sphere of influence under the banners of « opposing European interference » and « America for the Americans. »

The U.S. national power surged during the two World Wars, and its ideological exportation during this period laid the historical groundwork for its wholesale pursuit of mind colonization in the decades that followed.

After World War II, the United States tied economic assistance under the Marshall Plan to ideological alignment, consolidating the capitalist bloc against the Soviet Union. During the Cold War, media outlets such as Voice of America and Radio Free Europe inundated socialist countries with propaganda of the « superiority » of the « Free World. »

Following the Cold War, U.S. practices only intensified. Under the banner of spreading « democracy » and « freedom, » Washington toppled governments and fomented unrest. After the 9/11 attacks, it elevated counterterrorism into the global agenda, seizing the pretext to export its values and wage wars.

In recent years, driven by hegemonic anxiety, the United States has further escalated cognitive warfare, exploiting artificial intelligence to manipulate the flow of information and shape global perceptions in its favor.

The United States has been exporting its political and economic systems and values like « democracy » and « freedom » worldwide, while deliberately deconstructing non-American ideologies and suppressing indigenous cultures to foster global philosophical dependence and obedience.

Through this dual strategy of expansionist construction and destructive deconstruction, Washington’s ideological colonization has achieved an impact surpassing that of any previous empire.

ORCHESTRATED SYSTEM

The report revealed that Washington’s mind colonization has not been a collection of isolated actions, but a meticulously orchestrated system spanning multiple domains and actors.

The United States’ colossal national propaganda apparatus serves as the central hub and command for mind colonization. Under the guidance of the U.S. government, relevant decision-making bodies of the U.S. Congress, the National Security Council, and the U.S. Department of State regularly convene meetings and formulate specific themes and operational objectives, marshal and coordinate resources of all sorts, and collectively advance mind colonization through official means such as bill discussions, legislation enactment and issuance of bans.

Led by the U.S. government, various social entities, including media outlets, think tanks, and non-governmental organizations (NGOs), actively engage in manipulating and controlling public opinion and shaping perceptions, forming a collective force for mind colonization.

NGOs are the key drivers behind the scenes. The National Endowment for Democracy, while nominally independent, is largely funded by Congress and channels resources to political groups, media outlets and civil society organizations in target countries. Similar organizations operate under comparable modalities, advancing ideological agendas and orchestrating « color revolutions » or political movements aligned with U.S. interests.

The media serves as both a conduit for the flow of ideas and a stage for the contention of the minds. The U.S. media outlets convey carefully curated images of the country itself as a bastion of freedom and prosperity while defaming non-Western systems.

Think tanks represent the staunch force actively operating up front. In recent years, a host of think tanks, at the behest of the U.S. government, have provided ammunition for the information warfare and cognitive warfare launched by the U.S. government through such methods as fabricating concepts, putting forward propositions, and publishing reports.

In the digital age, by controlling internet infrastructure, social media platforms and AI-powered algorithms, the United States can monitor, guide and manipulate public opinion with unprecedented precision. Through content moderation, algorithmic curation and the creation of information cocoons, the United States suppresses dissenting voices and amplifies pro-U.S. narratives, advancing its campaign of global ideological colonization.

GLOBAL PERILS

According to the report, the U.S. « mind colonialism » has brought incalculable calamities to countries around the world.

The United States is skilled at implanting American values in « enemy countries » to achieve the goal of subverting the governments concerned.

As American writer William Blum observes in « America’s Deadliest Export: Democracy, » since the end of World War II, the United States has sought to overthrow more than 50 foreign governments and has brazenly interfered in the elections of at least 30 countries.

The Iraq invasion, justified by the false claim of « weapons of mass destruction » amplified by U.S. media and politicians, exemplifies how Washington shapes lies into a global consensus to legitimize war.

Beyond overthrowing foreign governments and stirring geopolitical conflicts, the deeper harm of U.S. ideological colonization lies in eroding a nation’s spiritual independence and cultivating pro-American forces.

Prolonged ideological infiltration has brainwashed certain elites in some developing countries, fostering a cultural domestication syndrome in which they lose national confidence and act as proxies for U.S. interests. This, in turn, cultivates a tendency to acquiesce to U.S. coercion and bullying, eroding the nation’s capacity to defend itself.

Moreover, the United States employs mind colonization to steer nations onto development paths unsuited to their conditions by aggressively exporting its economic models, such as the so-called neoliberal Washington Consensus. The result has been frequent economic stagnation and social hardship.

In recent years, the countries of the Global South have increasingly resisted U.S. ideological control and pursued independent development based on their own national conditions and cultural confidence.

As an important member of the Global South, China has put forward a series of proposals, including the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative, based on its own development experience and the common aspirations of the people around the world.

These initiatives provide new ideas and solutions for countries to bust the myths of value, free themselves from dependence of the mind, and embark on a path of independent and autonomous development.

C’est une grande saisie de produits issus de la contrebande que les douaniers ont réalisé dans la région de l’Extrême-Nord du Cameroun.

C’est dans la nuit du jeudi au vendredi 15 mai que les douaniers ont opéré cette saisie de produits de toutes sortes. Ce sont les éléments de la Brigade Mobile des Douanes de Maroua qui ont réussi à intercepter une importante cargaison de marchandises importées en contrebande du Nigéria.

La cargaison frauduleuse comprenait 390 cartons de 5,5 kg chacun, contenant au total 52.000 sachets de whisky.

Dans le lot des produits périmés, il y avait également 5.400 paquets de biscuits périmés mais également 39 palettes de 24 bières chacune.

La douanière camerounaise assure que « la surveillance douanière demeure active aux frontières et à l’intérieur du territoire national. »

(Investir au Cameroun) – La Société des eaux minérales du Cameroun (SEMC), filiale de la Société anonyme des boissons du Cameroun (SABC) et cotée à la Bourse des valeurs mobilières de l’Afrique centrale (Bvmac), prévoit de fractionner ses actions afin d’en accroître le nombre en circulation, sans modifier le montant de son capital social.

L’opération figure dans la 10e résolution de l’avis de convocation adressé aux actionnaires et consulté par Investir au Cameroun. Elle consiste à ramener la valeur nominale de l’action de 10 000 FCFA à 625 FCFA. Concrètement, une action ancienne donnera droit à 16 actions nouvelles.

Ainsi, un actionnaire détenant actuellement une action d’une valeur nominale de 10 000 FCFA se retrouvera, après l’opération, avec 16 actions de 625 FCFA chacune. La valeur nominale globale de sa participation restera donc inchangée.

Selon le document consulté, cette opération n’aura aucune incidence sur le capital social de l’entreprise, qui demeurera fixé à 1,924 milliard de FCFA. En revanche, le nombre total d’actions en circulation augmentera fortement, passant de 192 473 à 3 079 568 titres.

Ce type d’opération est généralement utilisé pour rendre un titre plus accessible aux investisseurs, en abaissant sa valeur faciale unitaire. La SEMC précise toutefois que ce fractionnement ne crée aucune valeur supplémentaire pour les actionnaires. Chaque investisseur conserve la même quote-part dans le capital de la société, mais répartie sur un plus grand nombre d’actions.

Pour une entreprise cotée, un tel ajustement peut aussi viser à améliorer la négociabilité du titre sur le marché. À la Bvmac, l’action SEMC s’échange actuellement autour de 49 000 FCFA, dans un contexte de faible liquidité. Sur les trois derniers mois, l’indicateur de liquidité du titre ressort en effet à un niveau proche de 0,01, reflet d’échanges particulièrement limités.

La troublante cacophonie de l’administration autour du statut du Lamido de Mada

Selon Charles Armel Mbatchou, analyste politique et chroniqueur, la mort de Cavaye Yeguié Djibril laisse derrière elle une interrogation dérangeante : le Lamido de Mada était-il réellement devenu chef traditionnel de premier degré dans l’ordre administratif concret du Cameroun, ou seulement dans le récit politique du pouvoir central ?

La disparition de Cavaye Yeguié Djibril, survenue le 6 mai 2026 à Mada dans le département du Mayo-Sava, ouvre une séquence institutionnelle embarrassante pour l’État camerounais. Non pas seulement en raison du poids politique du défunt président de l’Assemblée nationale, mais surtout à cause des contradictions administratives qui entourent désormais son statut traditionnel.

Le malaise est profond : quelques mois seulement après son élévation officielle au rang de chef traditionnel de premier degré par décret présidentiel, un communiqué signé par le préfet du Mayo-Sava annonce pourtant le décès de « Sa Majesté Cavaye Yeguié Djibril, Chef Traditionnel de 2ème degré de Mada ».

L’erreur n’est pas anodine. Elle révèle soit une confusion administrative grave, soit une guerre silencieuse entre les circuits du pouvoir local et le sommet de l’État.

Un reclassement pourtant clair

En juillet 2025, le président de la République, Paul Biya, signe un acte portant reclassement et élévation de la chefferie traditionnelle de Mada au rang de premier degré. Ce texte consacre officiellement Cavaye Yeguié Djibril comme chef traditionnel de premier degré.

Dans l’architecture administrative camerounaise, ce reclassement n’est pas symbolique. Il modifie juridiquement le statut de la chefferie, son rang protocolaire, son poids dans les représentations coutumières et son inscription dans la hiérarchie des commandements traditionnels.

Dès lors, une question surgit : comment un préfet peut-il encore qualifier, en mai 2026, le Lamido de Mada de « chef traditionnel de 2ème degré » ?

Une contradiction qui fragilise l’État

Le problème dépasse la simple coquille administrative.

Le communiqué radio du préfet du Mayo-Sava est un document officiel de l’administration territoriale. Il engage l’autorité de l’État. Or, soit :

* le préfet ignorait le décret présidentiel ;

* les services administratifs n’ont jamais actualisé le statut de la chefferie ;

* le reclassement présidentiel n’a jamais été effectivement appliqué localement ;

* ou certains acteurs administratifs ont volontairement continué à considérer Mada comme une chefferie de deuxième degré.

Dans chacun de ces scénarios, l’État apparaît désarticulé.

Le plus préoccupant reste l’hypothèse d’une absence de coordination entre la présidence, le ministère de l’Administration territoriale et les autorités départementales. Car un décret de reclassement n’est pas une rumeur politique : il doit produire des effets administratifs immédiats.

Le précédent des listes officielles

La confusion devient encore plus visible lorsqu’on observe les listes circulant depuis plusieurs mois sur les chefferies de premier degré de l’Extrême-Nord.

Avant juillet 2025, Mada ne figurait pas parmi les lamidats et sultanats de premier degré recensés dans la région. Les documents administratifs et publications locales mentionnaient notamment :

* Maroua

* Bogo

* Mokolo

* Guidiguis

* Mindif

* Kousséri

* Logone-Birni

* Wandala

L’élévation de Mada constituait donc une modification importante de la cartographie du pouvoir traditionnel dans l’Extrême-Nord.

Mais manifestement, cette évolution n’a pas été assimilée par toute la chaîne administrative.

Qui a trompé Cavaye Yeguié Djibril ?

La question est politiquement explosive.

Car si Cavaye Yeguié Djibril a effectivement reçu les assurances d’un reclassement présidentiel, comment expliquer qu’au moment de son décès, l’administration territoriale locale continue officiellement de le désigner comme chef de deuxième degré ?

Deux possibilités émergent.

Le reclassement a été politiquement annoncé mais administrativement mal exécuté

Dans ce cas, le pouvoir central aurait accordé une reconnaissance politique au président de l’Assemblée nationale sans s’assurer de son effectivité bureaucratique.

Cela traduirait une pratique fréquente au Cameroun : des décisions fortement médiatisées mais faiblement intégrées dans les rouages administratifs.

Des résistances locales ont freiné l’application du reclassement

L’élévation d’une chefferie modifie des équilibres historiques, ethniques et protocolaires sensibles. Dans l’Extrême-Nord, la hiérarchie des lamidats est un sujet hautement stratégique.

Le reclassement de Mada pouvait être perçu comme une redistribution des rapports de prestige et d’influence entre autorités traditionnelles.

Dès lors, certains segments administratifs ou coutumiers ont pu considérer cette promotion avec réticence, voire continuer à reconnaître implicitement l’ancien statut.

Une faute administrative lourde

Dans tous les cas, le communiqué du préfet pose un problème institutionnel sérieux.

Un préfet est le représentant direct du chef de l’État dans le département. Lorsqu’il contredit, même involontairement, un acte présidentiel récent, il expose les fractures internes de l’appareil administratif.

Cette séquence révèle surtout un phénomène plus large : au Cameroun, l’État produit parfois plusieurs vérités administratives simultanées.

La présidence décide.

Les ministères transmettent.

Les administrations locales interprètent.

Et au final, le terrain applique parfois autre chose.

La mort de Cavaye Yeguié Djibril laisse ainsi derrière elle une interrogation dérangeante : le Lamido de Mada était-il réellement devenu chef traditionnel de premier degré dans l’ordre administratif concret du Cameroun, ou seulement dans le récit politique du pouvoir central ?
