Xi calls on BRICS to unite Global South, deepen cooperation

The international landscape is volatile and fraught with risks and challenges, Xi said, adding that to bring stability to the world and make it a better place, BRICS countries must seize the historical initiative, rally the Global South, and advance the well-being of all humanity.

Xi proposed five initiatives on « greater BRICS » cooperation in areas of AI, trade and investment facilitation, digital industry, intelligent manufacturing, and science and technology talent development.

NEW DELHI, Sept. 13 (Xinhua) — Chinese President Xi Jinping on Sunday called on BRICS countries to strengthen unity among the Global South and play an active, stabilizing and positive role in global affairs.

In a speech when attending the second day of BRICS summit in New Delhi, Xi also outlined concrete proposals to further strengthen greater BRICS cooperation, with a focus on emerging areas including artificial intelligence, trade, digital industries and manufacturing.

KEY DRIVER OF MULTIPOLARITY

Xi pointed out that when changes unseen in a century are accelerating across the world, the Global South, with its collective rise, has become a key driver of world multipolarity.

At the same time, the international landscape is volatile and fraught with risks and challenges, Xi said, adding that to bring stability to the world and make it a better place, BRICS countries must seize the historical initiative, rally the Global South, and advance the well-being of all humanity.

Global South countries should jointly defend the rule of law in international affairs, safeguard the basic norms of international relations including sovereign equality, noninterference in internal affairs, and the peaceful settlement of disputes, Xi said. It should be ensured that international law and international rules are applied to all, and free from double standards, he added.

Global South countries should hold high the banner of multilateralism, uphold the authority and role of the United Nations, and support multilateral institutions in advancing reform and increasing efficiency, Xi said.

He also called for promoting the reform of the World Trade Organization in the right direction, as well as reforming and improving the international financial architecture to increase the representation and voice of developing countries.

Global South countries should stay committed to a people-centered development philosophy and strive to deliver on the 2030 Agenda for Sustainable Development, Xi said.

Global South countries should also jointly advance security governance, tackle both traditional and nontraditional security threats, and improve global climate governance, Xi said, also calling for working faster to evolve a consensus-based global AI governance framework, so that new technologies can light the way toward shared prosperity.

« It is a solidarity that unlocks partnerships, unlocks democratization of the international system, unlocks an open international system, and unlocks an inclusive international system, » said Charles Onunaiju, director of the Center for China Studies in Nigeria.

Rakhim Oshakbayev, director of the TALAP Center for Applied Research in Kazakhstan and former Kazakh vice minister for investment and development, said BRICS cooperation should « bring together developing countries’ shared aspirations and promote coordination and cooperation. »

BRICS countries should continue seeking common interests, he said, noting that the grouping’s expansion had placed greater demands on internal coordination.

GREATER BRICS COOPERATION

During the speech, Xi proposed five initiatives on « greater BRICS » cooperation in areas of AI, trade and investment facilitation, digital industry, intelligent manufacturing, and science and technology talent development.

To accomplish great things and achieve major progress, the foundation of greater BRICS cooperation must be cemented, Xi said, calling for leveraging BRICS’ close ties with fellow emerging markets and Global South countries, upholding open cooperation for mutual benefit, safeguarding stable and smooth industrial and supply chains, and fostering a large integrated market.

« We should build incubators for innovation, upgrade traditional industries, develop emerging industries, and deploy future industries, » Xi said.

On the open source and inclusive AI initiative, Xi said that China will be a pioneer in establishing a BRICS AI open source community, support the cooperation in developing and applying large language models, hold specialized AI seminars and training courses, and build an open ecosystem for AI.

On the trade and investment facilitation initiative, China proposes to establish a BRICS special economic zone partnership, under which countries can set up an intelligent portal, coordinate policies, and build a new frontier for open development, Xi said, adding that in an effort to cultivate new drivers of economic and trade cooperation, China will hold the BRICS Forum on Trade in Services next year.

On the digital industry cooperation initiative, Xi said that China will push for establishing a BRICS digital ecosystem cloud platform, and conduct digital skills training, technological exchange and industrial alignment, so as to jointly enable the development of the digital economy.

On the intelligent manufacturing cooperation initiative, China stands ready to assist fellow BRICS countries in building smart factories and developing standards and norms, and jointly promote manufacturing transformation and upgrading, he said.

On the science and technology talent development initiative, China proposes to set up a BRICS engineer cultivation alliance for joint development of engineers and mutual recognition of competency standards, Xi said, adding that China will launch a BRICS youth exchange program for scientific and technological innovation, so as to cultivate more high-caliber talent.

The five initiatives proposed by Xi focus on key areas including technology, industry, trade and talent, providing concrete pathways to lay a solid foundation for practical cooperation among the broader BRICS community, said Serik Korzhumbayev, editor-in-chief of the Delovoy Kazakhstan newspaper.

It demonstrates China’s firm resolve to share the opportunities of its modernization, a reflection of the spirit of openness, inclusiveness and mutual benefit that underpins BRICS cooperation, he said.

Le complexe sportif d’Olembe continue d’alimenter les interrogations au Cameroun. Dans une tribune consacrée au projet, l’expert et analyste Jean-Paul Ntsengue met notamment en cause la conception de l’hôtel présenté comme un établissement cinq étoiles et s’interroge sur les conditions de pilotage du complexe.

Jean-Paul Ntsengue revient sur une récente visite guidée du site organisée par le professeur Cyrille Tollo Batoum, conseiller technique au ministère des Sports et de l’Éducation physique (MINSEP). Il relève notamment les déclarations selon lesquelles le classement de l’hôtel en construction relèverait du ministère du Tourisme et des Loisirs (MINTOUL).

Selon l’auteur de la tribune, Cyrille Tollo Batoum aurait également indiqué que le MINTOUL avait fait savoir qu’un hôtel ne pouvait prétendre au classement cinq étoiles sans piscine. Cette affirmation conduit Jean-Paul Ntsengue à s’interroger sur la conception initiale du projet et sur la prise en compte des critères réglementaires applicables aux établissements hôteliers.

LE STADE D’OLEMBE EST LA PREUVE QUE QUELQU’UN NE VOULAIT PAS QUE LE PRÉSIDENT PAUL BIYA ENTRE DANS L’HISTOIRE !

En suivant la visite guidée organisée par le Prof Cyrille Tollo Batoum (mon beau-frère Bassa que certains prennent pour mon frère Bëti), j’ai été frappé par un détail : il déclare que le classement de « l’hôtel 5 étoiles » en construction sera fait par le ministère du Tourisme et des Loisirs (MINTOUL) parce que cela relève de sa compétence. Il ajoute que le MINTOUL leur a en effet dit qu’on ne peut attribuer 5 étoiles à un hôtel qui n’a pas de piscine.

On est donc amené à se demander : quel est l’architecte qui a conçu ce projet en prévoyant un hôtel 5 étoiles sans piscine, alors que les critères de classement des établissements de tourisme sont à la base de tout projet hôtelier ? Ces critères tiennent en effet compte de toutes les commodités exigées par les lois et règlements.

ET SI TOLLO BATOUM VOULAIT SAUVER SA TÊTE MAIS S’Y EST MAL PRIS ?

On pourrait le penser puisque c’est lui qui a annoncé l’existence de cet hôtel 5 étoiles. Peut-être voulait-il à tout prix montrer l’existence effective de cette sous-infrastructure inachevée pour ne plus être traité de menteur ? C’est réussi puisque le projet d’hôtel 5 étoiles existe bel et bien. Mais, était-il le maître d’ouvrage ? Non ! L’ordonnateur ? Non ! Décideur au sein de la fameuse « Task force » ? Non ! Alors, fichez la paix à Tollo Batoum. Le plus malheureux, c’est cet « ayopiste », Monsieur Manda du RDPC, qui a voulu se mettre en valeur par un « ayop ayop » de mauvais goût alors qu’il ne savait pas ce qui l’attendait à l’intérieur.

PROJET SABOTÉ OU PREUVE D’UNE GOUVERNANCE D’INCOMPÉTENTS ?

Je n’ai pas mené une enquête pour savoir avec précision ce qui s’est réellement passé. Mais mes capacités d’expert et d’analyste m’amènent à dire qu’il pourrait bien s’agir d’une combinaison des deux. En faveur de la première hypothèse, on peut penser que ce projet, qui semblait être un cadeau d’adieu pour Son Excellence Paul Biya, que peu d’observateurs s’attendaient à revoir candidat en 2025, a été victime d’un sabotage.

S’agissant de la seconde hypothèse, le montage et l’exécution ratés du projet, qui est passé d’un budget approuvé au départ à plus du triple sans achèvement, sont la preuve incontestable de l’incompétence et de la mauvaise gouvernance. Le moment serait-il venu de rendre gorge ?

Produits d’hygiène : les ventes du chinois Softcare au Cameroun atteignent 11,5 milliards de FCFA au premier semestre 2026

(Investir au Cameroun) – Softcare Limited, fabricant de produits d’hygiène coté à la Bourse de Hong Kong, a généré au premier semestre 2026 un chiffre d’affaires de 20,3 millions de dollars auprès de clients situés au Cameroun, soit environ 11,5 milliards de FCFA. Selon ses résultats semestriels non audités publiés le 19 août, ce montant progresse de 20,7 % sur un an, contre 16,8 millions de dollars, environ 9,5 milliards de FCFA, au premier semestre 2025.

Cette donnée ne correspond pas au chiffre d’affaires propre de Softcare Cameroon Limited. Le groupe ventile ses revenus en fonction de la localisation de ses clients. Elle permet néanmoins de mesurer le poids du marché camerounais dans l’activité du fabricant de couches pour bébés, serviettes hygiéniques et lingettes.

Sur l’ensemble de l’exercice 2025, Softcare avait ainsi réalisé 36,3 millions de dollars de revenus auprès de clients au Cameroun, soit environ 20,5 milliards de FCFA, contre 30,4 millions de dollars, environ 17,2 milliards, en 2024. La progression avait atteint 19,4 %.

Au premier semestre 2026, le Cameroun représente un peu plus de 6 % des 332,7 millions de dollars de chiffre d’affaires du groupe, soit environ 188,1 milliards de FCFA. Les revenus consolidés de Softcare ont progressé de 30,7 % sur un an, contre 254,6 millions de dollars au premier semestre 2025. Dans le même temps, le résultat net est passé de 51,9 à 75,8 millions de dollars, soit une hausse d’environ 46 %.

Une base de production au Cameroun

Au-delà de son marché de consommation, le Cameroun constitue une base industrielle du groupe. Softcare Cameroon Limited a été créée le 18 juillet 2022 pour fabriquer et commercialiser des produits d’hygiène pour bébés et femmes. Elle exploite une unité de production à Dibamba, dans la région du Littoral.

Cette production bénéficie depuis 2024 du régime préférentiel de la Cemac. Une décision communautaire a notamment reconnu l’origine Cemac aux couches jetables Softcare Premium Soft et Softcare Gold, aux serviettes hygiéniques Softcare A+ Net et A+ Coton ainsi qu’aux lingettes Softcare Wipes fabriquées par la filiale camerounaise.

Les comptes semestriels font apparaître 6,99 millions de dollars d’actifs non courants localisés au Cameroun au 30 juin 2026, soit environ 3,9 milliards de FCFA. Leur valeur atteignait 7,33 millions de dollars, environ 4,1 milliards de FCFA, à fin décembre 2025.

Le groupe poursuit parallèlement l’extension de son outil industriel. À fin juin 2026, Softcare comptait 10 usines et 73 lignes de production, contre neuf usines et 66 lignes six mois auparavant.

Une partie de cette expansion est financée par les ressources levées lors de son introduction à la Bourse de Hong Kong le 10 novembre 2025. L’opération a dégagé environ 2,57 milliards de dollars de Hong Kong de produit net, soit environ 185,5 milliards de FCFA au cours du 19 août 2026. Au 30 juin, 298,8 millions de dollars de Hong Kong, environ 21,5 milliards de FCFA, avaient été utilisés.

Softcare indique que les ressources destinées à la construction d’usines au Ghana, au Kenya, en Zambie et au Pérou, ainsi qu’à l’installation de lignes de production au Ghana, au Cameroun, au Kenya et au Pérou, ont été consommées plus rapidement que prévu. Les résultats semestriels ne précisent toutefois ni le montant spécifiquement affecté au Cameroun ni les nouvelles capacités effectivement mises en service dans le pays.

Un régime fiscal préférentiel jusqu’en 2032

Softcare Cameroon bénéficie par ailleurs d’un régime fiscal préférentiel. La filiale est soumise à un taux d’imposition de 9,625 % entre 2023 et 2027, qui doit passer à 19,25 % entre 2028 et 2032. À titre de comparaison, Softcare retient dans ses comptes un taux de référence de 38,5 % pour le Cameroun.

Cette fiscalité accompagne la stratégie d’implantation industrielle du groupe sur le marché camerounais. Mais les publications financières disponibles ne permettent pas encore d’en mesurer précisément les retombées locales : Softcare ne communique ni le chiffre d’affaires propre de sa filiale camerounaise, ni son bénéfice, ni ses volumes de production, ni la valeur de ses exportations depuis le Cameroun.
