Hainan FTP’s special customs operations underscore China’s firm commitment to high-standard opening up
China’s Hainan Free Trade Port (FTP) is set to officially launch island-wide special customs operations on Thursday, a landmark step underscoring the country’s unwavering commitment to expanding high-standard opening up and advancing an open world economy.
The launch of island-wide special customs operations reflects China’s resolve to address external uncertainties with the certainty of expanded high-standard opening up, injecting new vitality into both the Chinese economy and global growth.
The share of zero-tariff products in the Hainan FTP will surge from 21 percent to 74 percent, with the number of tariff-free items expanding from about 1,900 to 6,637, covering nearly all production equipment and raw materials.
BEIJING, Dec. 17 (Xinhua) — China’s Hainan Free Trade Port (FTP) is set to officially launch island-wide special customs operations on Thursday, a landmark step underscoring the country’s unwavering commitment to expanding high-standard opening up and advancing an open world economy.
In the latest episode of China Economic Roundtable, an all-media talk show hosted by Xinhua News Agency, guest speakers shared insights into the significance of the Hainan FTP and its upcoming special customs operations.

Located in China’s southernmost island province, the Hainan FTP is the country’s largest special economic zone and a key testing ground for deepening reform and opening up. Under the special customs operations, the Hainan FTP will implement a supervision model featuring « freer access at the first line, regulated access at the second line, and free flows within the island. »
The « first line, » linking Hainan with overseas markets, will allow most imported goods to enter tariff-free with faster clearance, while the « second line, » referring to the customs boundary between Hainan and the mainland, will apply standard customs oversight to ensure fairness and prevent smuggling.

« Island-wide special customs operations will bring a more open trade environment and a more efficient allocation of production factors, creating major development opportunities, » said Xue Zengyi, senior vice chairman of CP Group Agro-industry & Food Business, China Area.
Xue illustrated the impact with a simple calculation: the group’s coffee business will benefit from the free trade port’s zero-tariff policy on raw and auxiliary materials, reducing import costs by 8 percent in tariffs and 13 percent in value-added tax on green coffee beans, significantly lowering raw material expenses.

(Xinhua/Chen Yehua)One of the earliest foreign-invested enterprises to establish a presence in Hainan, CP Group has operated in the province for nearly four decades. Starting with agriculture and animal husbandry, it has expanded into seven sectors, including aquaculture and coffee, and now runs 13 enterprises with a total investment of 2 billion yuan (about 283.4 million U.S. dollars).
The launch of island-wide special customs operations marks a milestone in the development of the Hainan FTP, with a raft of preferential policies expected to deliver tangible gains for businesses and residents in Hainan.

(Xinhua/Yang Guanyu)Huang said that the preferential tax policies will significantly reduce operating costs in sectors such as pharmaceuticals and high-end manufacturing, help attract industrial clustering, and spur the development of emerging industries, including offshore wind power and commercial spaceflight.
For Hainan residents, the expanded range of offshore duty-free goods and optimized shopping policies are expected to invigorate the local consumer market. Hainan’s distinctive development models are also set to spur a new wave of growth in modern service sectors such as healthcare and education, Huang added.
As part of efforts to advance the construction of the Hainan FTP, China earlier this year improved the island’s offshore duty-free shopping policies, including measures to broaden the scope of eligible duty-free goods. Since the policy took effect on Nov. 1, offshore duty-free sales have exceeded 1.5 billion yuan.

« Island-wide special customs operations mark a new starting point for the opening up and development of the Hainan FTP, rather than the finish line, » Huang said. He added that China will gradually expand opening-up at the « first line, » further ease trade administration, and work to build a special customs supervision zone with international competitiveness and influence.
Hainan will align itself with high-standard international economic and trade rules in areas such as cross-border data flows and intellectual property protection. The institutional innovations accumulated in the process can be replicated nationwide, helping propel deeper domestic reforms, said Huang.
In terms of industry and investment, Hainan’s policy advantages are expected to attract global capital into sectors such as tourism and education, while fostering a trade model linking raw materials from Southeast Asia, processing in Hainan, and distribution in the mainland, positioning the island as a hub connecting domestic and international markets and helping optimize China’s overall trade network.
In the financial sector, improvements to the multi-functional free trade account system will broaden channels for cross-border financing and investment, facilitating the entry of foreign capital into the Chinese market and supporting outbound investment by domestic firms. This will help diversify China’s approaches to both utilizing foreign investment and investing abroad, Huang added.

With the launch of island-wide special customs operations, Hainan is expected to strengthen further its role as a headquarters base for overseas companies entering the Chinese market.
In recent years, Hainan’s foreign trade has demonstrated strong growth momentum. In 2024, the total volume of Hainan’s goods imports and exports reached 277.65 billion yuan — up 20 percent year on year and nearly 200 percent compared to 2020.
Xue said that while CP Group continues to deepen its presence in the Hainan market through product innovation and expanded investment, it will also make full use of the advantages of the Hainan FTP to bring Hainan’s distinctive agricultural products to international markets.

BVMAC : Alios Finance sollicite 13 milliards pour renforcer ses capacités de financement

(Investir au Cameroun) – Alios Finance Cameroun sollicite 13 milliards de FCFA sur le marché obligataire de la Cemac, un an après une émission dont le montant effectivement placé avait atteint 9 milliards de FCFA. Proposée à des taux de 6,60 % et 7,20 %, cette nouvelle opération doit renforcer ses capacités de financement.
Les souscriptions à cet emprunt obligataire à tranches multiples sont ouvertes jusqu’au 7 août 2026, selon les paramètres communiqués pour l’opération. D’une valeur nominale de 10 000 FCFA, les titres sont répartis entre une tranche de trois ans, rémunérée à 6,60 % brut par an, et une tranche de cinq ans, assortie d’un coupon annuel brut de 7,20 %.
Si l’émission est intégralement souscrite, Alios Finance placera 1,3 million d’obligations. L’établissement ne peut toutefois pas encore être présenté comme ayant « levé » 13 milliards de FCFA : ce montant constitue l’objectif de l’opération et ne pourra être considéré comme effectivement levé qu’à l’issue du placement.
Des coupons relevés par rapport à l’émission de 2025
Alios Finance Cameroun revient rapidement sur le marché. En 2025, l’établissement avait proposé un emprunt de 10 milliards de FCFA, réparti à parts égales entre une tranche de trois ans rémunérée à 6 % et une tranche de cinq ans à 7 %.
Au terme de cette opération, la Bourse des valeurs mobilières de l’Afrique centrale (BVMAC) avait admis à sa cote 900 255 obligations. À une valeur nominale de 10 000 FCFA par titre, ce volume correspond à 9,00255 milliards de FCFA, soit environ 90 % de l’objectif initial.
La nouvelle enveloppe recherchée est donc supérieure de 30 % à l’objectif de 2025 et de 44,4 % au montant effectivement placé cette année-là. Alios relève également les taux proposés de 60 points de base sur la maturité de trois ans et de 20 points de base sur celle de cinq ans. Cette hausse améliore l’attractivité des titres pour les investisseurs, mais augmente parallèlement le coût nominal des nouvelles ressources de l’établissement.
La clôture des souscriptions, annoncée pour le 7 août 2026, coïncide avec le paiement de la quatrième échéance de l’emprunt de 2025. Selon un avis publié le 21 juillet par la BVMAC, Alios doit décaisser 771,037 millions de FCFA à cette date, dont 627,831 millions au titre du principal et 143,207 millions au titre des intérêts. Les encaissements par les investisseurs doivent débuter le 10 août.
L’IFC annoncée comme investisseur de référence
La Société financière internationale (IFC), institution du Groupe de la Banque mondiale chargée du financement du secteur privé, est présentée dans les documents de placement comme investisseur de référence. Le montant de son engagement et la tranche dans laquelle elle investira ne sont toutefois pas précisés.
Le montage de l’opération réunit également Attijari Securities Central Africa, Elite Capital Securities Central Africa et Société Générale Capital Securities Central Africa. Plusieurs sociétés de Bourse de la Cemac doivent participer au placement des titres.
Les ressources recherchées sont destinées au développement des activités historiques d’Alios Finance : crédit-bail mobilier, crédit d’investissement, location longue durée et crédits à court terme. Contrairement aux banques, cet établissement financier n’est pas autorisé à collecter des dépôts dans le cadre de comptes courants. Le recours au marché obligataire constitue donc l’un de ses principaux leviers pour mobiliser des ressources longues et financer de nouveaux crédits.
Un test pour le nouveau propriétaire
Cette opération intervient quinze mois après la prise de contrôle d’Alios Finance Cameroun par Credaf Group. La holding financière de l’homme d’affaires ivoirien Serge-Aimé Bilé a finalisé l’acquisition le 30 avril 2025, après l’obtention des autorisations réglementaires requises.
Selon le communiqué officiel relatif à l’opération, l’acquisition a porté sur les entités d’Alios Finance au Cameroun, au Gabon et en Côte d’Ivoire, l’entité ivoirienne disposant de succursales au Burkina Faso, au Mali et au Sénégal. Credaf Group est ainsi devenu l’actionnaire principal des activités concernées dans les zones Cemac et Uemoa.
Dans un communiqué publié début juillet 2026, Alios a affirmé détenir, à fin décembre 2025, 28 % de l’encours camerounais de leasing, avec un portefeuille de 52,7 milliards de FCFA. Son principal concurrent était alors crédité de 25 %. La même communication faisait également état d’une progression de 3 % enregistrée par Alios sur le segment des nouveaux crédits au premier trimestre 2026.
