Xi puts forward five-point proposal for building Asia-Pacific community

GYEONGJU, South Korea, Oct. 31 (Xinhua) — Chinese President Xi Jinping on Friday put forward a five-point proposal for promoting a universally beneficial and inclusive economic globalization and building an Asia-Pacific community.

Xi made the proposal in his speech titled « Building an Inclusive Open Asia-Pacific Economy for All » at the first session of the 32nd APEC Economic Leaders’ Meeting.

Over the past 30-plus years since its founding, APEC has been spearheading the region’s rise to the forefront of global open development, and has made the Asia-Pacific the most dynamic part of the global economy, Xi noted.

Currently, changes unseen in a century are accelerating across the world, and the Asia-Pacific faces growing uncertainties and destabilizing factors in its development, he said, adding that the rougher the seas, the more the APEC members must pull together.

Xi called on APEC members to stay true to APEC’s founding mission to promote economic growth and improve people’s lives, and champion open development where everyone shares opportunities and emerges a winner. He also urged efforts to promote a universally beneficial and inclusive economic globalization, and build an Asia-Pacific community.

Xi put forward a five-point proposal.

Firstly, Xi called for joint efforts to safeguard the multilateral trading system. He urged APEC members to practice true multilateralism, enhance the authority and effectiveness of the multilateral trading system with the World Trade Organization at its core, and update international economic and trade rules to reflect the changing times, so as to better protect the legitimate rights and interests of developing countries.

Secondly, Xi called for building an open economic environment in the region. He urged APEC members to keep promoting trade and investment liberalization and facilitation, deepen fiscal and financial cooperation, steadily push for regional economic integration, foster mutual alignment and collaborative progress, so as to inject impetus into the development of the Free Trade Area of the Asia-Pacific.

Thirdly, Xi called on APEC members to work together to keep industrial and supply chains stable and smooth.

APEC members should join hands rather than part ways, strengthen their links rather than sever them, vigorously expand common interests and support the open development of supply chains, strive for concrete and tangible results in physical, institutional and people-to-people connectivity, so as to further consolidate the foundations for open development in the Asia-Pacific region, Xi said.

Fourthly, Xi called for advancing the digital and green transformation of trade. He urged efforts to make digital technologies a strong catalyst for cross-border trade, remove various green barriers, and expand cooperation in green industries, clean energy and green minerals.

Fifthly, Xi urged the Asia-Pacific to work together to promote universally beneficial and inclusive development. Xi called for joint efforts to adhere to the people-centered development philosophy, focus on imbalances in development, and foster an economic globalization that is more inclusive, sustainable and beneficial to all peoples in the region.

China is working with various parties to promote the high-quality development of the Belt and Road Initiative, and is committed to common development and shared prosperity with all countries, he said.

Xi emphasized that China always pursues the basic state policy of opening up and has taken real steps to promote an open world economy.

Noting that the recommendations for formulating the 15th Five-Year Plan were adopted at the fourth plenary session of the 20th Central Committee of the Communist Party of China, Xi said that China will take this opportunity to further deepen reform comprehensively and expand high-standard opening up, and create new opportunities for the Asia-Pacific and the world through the latest achievements of Chinese modernization. ■

Magil engage un deuxième recours contre l’État du Cameroun à Paris dans son litige avec Razel

(Investir au Cameroun) – Le contentieux entre Magil Construction Corporation et Razel s’étend désormais directement à l’État du Cameroun. Magil a introduit le 9 février 2026 devant la Cour d’appel de Paris un second recours en annulation contre la sentence arbitrale qui l’a condamnée à verser environ 35 millions de dollars canadiens à Razel-BEC et Razel Cameroun. Contrairement au premier recours, dirigé contre les deux sociétés Razel, cette procédure vise la République du Cameroun.

Le différend porte sur des contrats liés à trois chantiers au Cameroun : la réhabilitation et l’extension du stade de la Réunification de Bépanda à Douala, la pénétrante Est de Douala avec le second pont sur la Dibamba, et le complexe sportif d’Olembé à Yaoundé.

Enregistrée sous le numéro RG 26/02492, cette procédure s’ajoute au recours formé par Magil le 9 septembre 2025 contre Razel-BEC et Razel Cameroun, sous le numéro RG 25/15626. Les deux actions concernent la même sentence, rendue le 18 août 2025 sous l’égide de la Cour internationale d’arbitrage de la Chambre de commerce internationale (CCI).

Dans une ordonnance du 18 juin 2026, la Cour d’appel de Paris a refusé de joindre les deux procédures. Magil demandait leur regroupement en soutenant qu’elles concernaient la même sentence, reposaient sur les mêmes faits et rapports contractuels et mobilisaient les mêmes moyens d’annulation.

Au cœur du contentieux figure la place de l’État camerounais dans les contrats à l’origine du différend. Selon l’ordonnance, Magil soutient qu’elle n’est pas partie aux clauses compromissoires sur lesquelles le tribunal arbitral a statué et que le Cameroun serait, lui, lié par ces clauses, soit comme signataire, soit par extension.

Le Cameroun revendique sa qualité de tiers

La particularité du second recours tient au fait que la République du Cameroun n’était pas partie à l’arbitrage ayant abouti à la sentence du 18 août 2025. Cette procédure opposait Magil aux seules sociétés Razel.

Devant la justice française, le Cameroun ne s’est pas opposé à la demande de jonction. Dans un courrier du 28 mai 2026, l’État a indiqué partager, « à ce stade », la position de Magil et s’associer à sa demande.

Il a toutefois annoncé qu’il entendait faire reconnaître sa qualité de tiers aux procédures d’annulation et demander la fixation d’une audience d’incident. L’ordonnance indique également que Magil avait pris acte de l’intention du Cameroun de soulever un incident d’irrecevabilité du recours formé à son égard.

Cette question a contribué au maintien des deux affaires séparées. La magistrate chargée de la mise en état relève que le second recours soulève des questions juridiques propres, notamment l’incident annoncé par le Cameroun sur sa qualité de tiers. Elle constate également que les sociétés Razel ne sont pas parties au second recours et qu’elles ne consentent pas à la jonction. La demande de Magil a donc été rejetée.

L’exécution de la sentence suspendue au Québec

Le contentieux se déroule parallèlement au Canada. Razel-BEC et Razel Cameroun ont saisi la Cour supérieure du Québec le 16 septembre 2025 pour obtenir la reconnaissance et l’exécution de la sentence arbitrale, qui condamne Magil à leur verser environ 35 millions de dollars canadiens.

Le 7 avril 2026, la juridiction québécoise a suspendu cette procédure à la demande de Magil jusqu’au jugement final de la Cour d’appel de Paris, ou d’une juridiction supérieure compétente, sur la demande d’annulation. Elle a en contrepartie ordonné à Magil de constituer un cautionnement de 3,5 millions de dollars canadiens et de le maintenir pendant la durée du sursis.

L’ordonnance parisienne du 18 juin ne statue ni sur la validité de la sentence ni sur les arguments de fond de Magil. Elle tranche uniquement la demande de jonction. La sentence du 18 août 2025 fait donc toujours l’objet de deux procédures distinctes à Paris : l’une entre Magil et les sociétés Razel, l’autre dirigée contre la République du Cameroun, qui revendique sa qualité de tiers.
